To bring white wine chilled to a gathering?

Nope (do that for picnics).
Chill it with ice when you get there.

Throw it in the fridge before you get there, once you arrive they should have an iced down cooler somewhere
(not to mention this means you get to drink half the bottle, score!)

Yes you should cool the white wine so that the host and guests can enjoy it early in the evening.

Yes, chill it ahead of time. Then insulate it in some way. You could wrap it in newspapers for the trip to the party.
